  • The Bureau of School Health (BSH), with assistance from nursing agencies and community partners, has served as the provider of record for school health services in Baltimore City Public Schools (BCPS) for more than three decades.

    Beginning in Fiscal Year 2024 and continuing into Fiscal Year 2025, Baltimore City Public Schools (City Schools) provides school health services in 36 schools.

    We seek to optimize each student’s health so that he/she may receive the full benefit of the educational experience, and to ensure that graduating students are healthy and productive citizens.

  • The Bureau of School Health uses two models of service delivery to provide school health services in the Baltimore City Public Schools:

    1. The traditional School Health Services Program

    2. The School-Based Health Centers Program

  • This program provides basic health services in School Health Suites located in most schools. The staffing pattern is either a School Health Aide (five days a week) and School Health Nurse (one to three days a week) or a School Nurse five days a week based on the needs of the students enrolled in the school.

    Basic health services are provided, consisting of the following:

    • First Aid

    • Emergency response

    • Medication administration

    • Health screening for hearing and vision

    • Communicable disease surveillance and management

    • Assistance with immunization compliance

    • Health education and skills training

    • Health appraisals and referrals for medical evaluation

    • Crisis intervention and counseling

    • Nursing care plans for special needs students

    • Provision and/or coordination of advanced nursing skills for technology dependent students

    • Participation in Individualized Education Plans, Individualized Family Service Plans and 504 process for special needs students

    • Student and parent advocacy

  • School-Based Health Centers (SBHCs) provide the following comprehensive primary care in addition to the basic health services available in the health suite model:

    • Preventive services such as annual health maintenance, sports physicals, and immunizations

    • Care of minor acute illnesses and injuries

    • Referrals for behavioral health services

    • Health education

    • Case management

    • Basic laboratory tests

    • Reproductive health care

    There are 13 SBHCs operational during SY2024-SY2025, four operated by BSH and nine operated by community partners. These SBHCs are staffed at a minimum by:

    • Nurse practitioner

    • Medical office assistant

    • School health nurse

    SBHCs are located in varied school types including combined models (elementary/middle and middle/high school) and single level (high schools).
